Eesti suurim PPP projekt - Keskpank Stockholmis

PPP (Private Public Partnership) kui kontseptsioon lähtub eeldusest, et riigiametnikud ei suuda mingit tööd organiseerida nii efektiivselt nagu seda suudavad erafirmad. Erafirma tunneb valdkonda põhjalikumalt ja suudab seetõttu teha tööd efektiivsemalt ja kõik võidavad. Minu arvates on selline mõttekäik auklik: Selleks, et ametnikud ja riik PPP projekti juures petta ei saaks peavad nad ju olema vägagi pädevad antud valdkonnas. Väga detailselt läbi analüüsima, et kuidas saab investeeringust kuutasu ja kas erafirma ei ole riske üle hinnanud või lepingusse mingit konksu sisse kirjutanud. Kui aga ametnikud on pädevad ja õigesti motiveeritud, siis milleks PPP? Miks siis ei võiks lihtsalt riigihangetena kogu vajalikku teenust ja kaupa sisse osta? Kui nad aga ostu üle otsustavad ametnikud ei ole pädevad ja õigesti motiveeritud, siis on erafirmal võrreldes riigihankega erakordselt suuremad võimalused PPP projektiga riigilt raha välja meelitada. Secondly, some thoughts on the huge impact the hybrid/remote work will bring about small-townization. Part 1 - Where we are with hybrid and remote work? A few weeks ago there was a fire drill in the office building of Solita Tallinn. The alarm went on and everybody in the building (the one on the photo) had to evacuate to the street. While waiting on the street for the drill to end we did a small calculation. We calculated that there should be about 800-1000 workplaces in the whole building.
